The Public Monitoring Group has submitted an official letter to the Ministry of Health of the Republic of Armenia, urging the Ministry to take immediate measures regarding the health condition of several persons deprived of liberty held at Nubarashen Penitentiary. During the monitoring visit conducted on 6 June 2026, the Group documented a number of serious concerns. 🔹 Detainee H.S. has reportedly been on a hunger strike for 26 days. According to the detainee, he suffers from health problems, has vision-related difficulties and requires prescription glasses. He also stated that he had previously been recognized as a person with a second-degree disability; however, after the expiration of his disability status, no functional assessment has been conducted. 🔹 Person deprived of liberty H.A. reported experiencing mental health problems. According to his statement, he had previously been prescribed Gabapentin 300 mg, but the medication is no longer being provided. Due to the family's difficult socio-economic circumstances, they are unable to purchase the medication themselves. 🔹 Life-sentenced prisoner H.Kh. stated that he has not been examined by a psychiatrist for an extended period. According to his statement, he had previously received treatment in a psychiatric institution but is currently being held in isolation. ⚖️ As a State Party to the European Convention on Human Rights, the United Nations Convention against Torture, and the International Covenant on Economic, Social and Cultural Rights, the Republic of Armenia is obliged to ensure the right to health of persons deprived of liberty in accordance with the same standards applied to all other members of society. The Public Monitoring Group Requested: ✔️ A comprehensive medical examination of H.S. ✔️ An eye examination and a functional capacity assessment for H.S. ✔️ An assessment of H.A.'s mental health condition and, where necessary, the provision of appropriate medication. ✔️ A psychiatric examination of H.Kh. and consideration of the need for specialized treatment. ✔️ That the Public Monitoring Group be informed of the measures taken and those planned in response to these concerns. Every person deprived of liberty retains the right to be treated with dignity, to have access to healthcare services, and to receive necessary medical treatment.
