Monitoring Group Member Participates in Public Discussion on the New Conditional Early Release Procedure

On March 5, 2026, Shushan Khnkoyan, a member of the Monitoring Group, participated in a public discussion held at the Penitentiary Service on the new procedure for recommending convicted persons for conditional early release, as well as the proposed changes to the assessment criteria and evaluation format. The discussion was organized under the leadership of Tsovinar Tadevosyan, Head of the Penitentiary Service. The event was attended by representatives of the Penitentiary Service, the Ministry of Justice, civil society organizations, members of the Monitoring Group, lawyers, experts, students, and other interested stakeholders. During the discussion, Shushan Khnkoyan raised a number of questions and presented observations regarding the implementation of the proposed new procedures.
