Monitoring Group Reports Systemic Rights Violations in Armenia’s Prisons

During January–February 2026, the Monitoring Group received 68 reports from persons deprived of their liberty and their relatives. The analysis of these reports indicates that the problems continue to be systemic in nature, particularly in the areas of the provision of healthcare services and the maintenance of detention conditions. The documented cases are alarming in the context of legal obligations. The Constitution of the Republic of Armenia guarantees the right to the protection of life and health, while the Penitentiary Code obliges the competent authorities to ensure proper medical care and dignified conditions for persons deprived of their liberty. Such issues may also be inconsistent with Articles 2 and 3 of the European Convention on Human Rights, which prohibit inhuman or degrading treatment. The Monitoring Group will continue to document violations and call for concrete, systemic solutions. The protection of the rights of persons deprived of their liberty is a direct legal obligation of the state, not a matter of discretionary approach.
