
On March 26, 2026, the Public Monitoring Group, led by its Chair, Sergey Gabrielian, conducted an unannounced visit to Armavir Penitentiary. During the visit, members of the Group toured the facility, visited various units, observed the conditions of detention for persons deprived of liberty, and examined the living, sanitary and hygiene conditions. The members of the Group met with representatives of the institution’s management to discuss the operation of the facility, existing challenges and possible solutions. They also held individual and group meetings with persons deprived of liberty to assess issues related to the exercise of their rights, conditions of detention and everyday concerns. Particular attention was paid to the food service. The Group examined food preparation conditions, kitchen facilities and issues related to the quality of the meals provided. The visit identified a number of concerns regarding both the conditions of detention and the organisation and accessibility of medical services. The Group expresses its deep concern over the organisation of healthcare services within the institution and the quality of the medical care provided, noting that they do not adequately ensure the effective enjoyment of the right to health of persons deprived of liberty. The information collected is currently being thoroughly analysed and consolidated. Following the completion of the assessment, the Group will submit its findings and official communications to the relevant state authorities.
