During October–December 2025, the Group received a total of 59 alerts from persons deprived of liberty held in the penitentiary institutions and bodies of the Ministry of Justice of the Republic of Armenia. During the review of the alerts and visits, the following issues were recorded: Provision of inadequate medical care and services. Problems related to the failure to transfer detainees to the Prison Hospital Penitentiary Institution or to civilian hospitals for the purpose of receiving medical care. Inadequate medical treatment and services for persons with mental health problems. Cell conditions. Poor quality of food. Issues concerning the grounds and duration of placement in disciplinary isolation cells. Issues related to the proportionality of the use of physical force. Inadequate provision of interpretation services. Rejections of applications for conditional early release. Disrespectful and discriminatory treatment of persons deprived of liberty by the penitentiary administration. Other issues. In connection with the identified problems, the Group, within the limits of its authority, sent 17 official letters addressed to: The Ministry of Justice of the Republic of Armenia. The Ministry of Health of the Republic of Armenia. The Prime Minister of the Republic of Armenia. Other institutions. In cases requiring urgent resolution, the Group maintained continuous communication with the Penitentiary Service of the Ministry of Justice of the Republic of Armenia. Thanks to effective cooperation, the issues received prompt responses. The Group held 3 meetings with international and local partners.
