First Floor of RA MoJ “Nubarashen” Penitentiary is in Anti-sanitary-hygienic condition

On May 5, 2017 the Group of Public Observers Conducting Public Monitoring in Penitentiary Institutions and Bodies of the RA Ministry of Justice paid a visit to RA MoJ “Nubarashen” Penitentiary. During the visit the members of the group of observers recorded the state of the first floor of the penitentiary: the air was filled with stench, it was damp, the walls had crumbling plaster, those sections were in a dilapidated state, there were anti-sanitary-hygienic conditions and it can be stated that both the staff and the detainees/ convicts on the first floor were in inhuman conditions.

Based on the aforementioned, the Group of Observers applied to the RA Minister of Justice with a recommendation to discuss the issue of terminating the operation of the cells and units located on the first floor of RA MoJ “Nubarashen” Penitentiary.

In response to the issues raised by the group of observers, the RA Ministry of Justice states that in pursuance with the reference submitted by the Penitentiary Department of the Ministry of Justice of the Republic of Armenia, the cells located on the first floor of  the RA MoJ Nubarashen” Penitentiary #3 regime building don’t operate with the exception of the disciplinary cells and quarantine cells, which cannot be closed due to the lack of relevant area in Nubarashen” Penitentiary designated for those regimes. In the meantime, the response reads that 

according to the reference submitted by the “Nubarashen” Penitentiary department of economic support, the issues triggered by the sewer drain clogging in the corridor adjacent to #  7, 8, 9 and 10 quarantine cells on the first floor  have been resolved, particularly, the cells and the corridors were cleaned up and disinfected.
