Group’s Activities

Monitoring the situation in the penitentiaries is one of the important functions of the civil society. It is conditioned by the fact that closed entities provide greater opportunities for the violation of the rights of individuals held there.

The Group, conducting public monitoring in the penitentiaries and penitentiary bodies under the RA Ministry of Justice, has been functioning since 2004, and the Decree KH-66-N from November 18, 2005 by the RA Minister of Justice approves the charter of the group.

According to the charter, the activity of the public monitoring group is aimed at monitoring the protection of rights of the inmates and persons under the oversight of penitentiary bodies, at improving the working and living conditions for inmates in penitentiaries, if necessary, propose amendments and changes in the Penitentiary Code.

The order by the minister includes requirements to the Group members and other issues related to the formation of the group; it also describes the ways of monitoring and other work-related issues.

Code of Ethics of the Monitoring Group is approved in the group, which defines many principles of routine activity by the monitoring group based on the already existing charter; it also defines the powers and responsibilities of a Group member. This Code of ethics is based on the aforementioned order by the Minister of Justice and in many ways it repeats and thoroughly describes the field of activity of the observer in the group.
